it's really strange! do you use a download manager? if yes, disable it and
download it again.
Grab the self installer from here:
http://grass.osgeo.org/grass63/binary/mswindows/native/WinGRASS-6.3.0-3-Setup.exe
I just downloaded and tested it, and it works fine.
