I think 6.4.0 should be really released till the of the year. I would suggest to release 6.4.0 first RC in September/October. Before releasing RC1 we need to create new branch in svn called releasebranch_6_4. Then we will have for one/two mouths three active branches (trunk, develbranch_6, and releasebranch_6_4).
