The r.li part I have submitted with correction (it needs to come after the
include $(MODULE_TOPDIR)/include/Make/Platform.make
line).
The lib/gis/ patch still fails to compile on my Linux box:

I also wonder (unrelated) if the last lines in

are GRASS 5 junk.
