The problem still persists with
WinGRASS-6.4.0RC5-1-Setup.exe -
http://grass.osgeo.org/grass64/binary/mswindows/native/WinGRASS-6.4.0RC5-1-Setup.exe
But it appears to be a problem of PythonXY.
