if GRASS terminal is a DOS box:
what does "echo %GRASS_HTML_BROWSER%" say from the GRASS terminal?
if GRASS terminal is a MSys unix shell: (rxvt/xterm)
what does "echo $GRASS_HTML_BROWSER" say from the GRASS terminal?
