Is the text in the <description> and <label> elements in the --interface-description output encoded in EUC-JP or in UTF-8? If it's EUC-JP, then the header should say encoding=EUC-JP. If it's in UTF-8, the header should say encoding=UTF-8. > I did not have success with encoding=EUC-JP while the .po files are in UTF8. Same of course for encoding=CP932.
