At least in GRASS 7, this seems to happen when a vector-database connection has 
not been defined, has been defined incorrectly, or the vector does not have an 
associated attribute table. Under those conditions, there is nothing for the 
table manager to display. The problem seems to be in the error trapping 
somewhere.
