#1135: v.patch should allow attribute copy if one of input maps lacks attribute

I was trying to patch together boundaries (no attribute table) with
centroids (attribute table) but it was not possible (error: "Missing
table").
If one of input vector maps has no attribute data, it should not stop to
copy attribute data for second vector map.
