ok, I see also in the error message above:

in C:\Program Files\GRASS-64\etc there are following files:
proj-desc.table
projections
proj-parms.table
proj-units.table
but in C:\Program Files\GRASS-70-SVN\etc there is only
projections
and the other files are missing.
so maybe there is additional to the gdal-version issue also an issue with
the files mentioned above?
