#1215: db.tables in Windows layer manager does not populate driver field for pg

When using the layer manager in Windows, and selecting Database | Database
Information | List Tables, the command that is created does not include
'driver=pg' and as a result the command fails to run.
All other options for 'driver= ' populate the command correctly.
