That's an add-on package:
http://pypi.python.org/pypi/python-dateutil
http://labix.org/python-dateutil
If it isn't practical to do without it, it should at least be listed
in REQUIREMENTS.html.
It's required for matplotlib, which probably explains why no-one has
noticed the issue before.
