The manual pagers were moved from $GISBASE/man to $GISBASE/docs/man in r49908. FWIW, I suggest simply tar'ing the entire dist.<arch> directory rather than specific subdirectories. Currently, "make bindist" ignores the bwidget, demolocation and tools subdirectories.
