Steps to reproduce:
* add some vector and raster maps
* disable rendering in map display
* change visibility of map layers in the layer manager and DO NOT refresh
map display
* use identify tool on some vector object
Map display contents are refreshed and canvas content will represent
current map layer visibility etc. still automatic rendering is still
disabled and shouldn't happen unless requested by "Display map" or "Re-
render map" tools.
