So that means that GRASS must just deal with the possibility that locale 
settings might or might not be mucked up. This means that the plan to set this 
explicitly in the GUI is a very good way to go. It just needs to be fixed. If 
others are out on vacation, I might be able to fix this. But I've got 2 
dissertations to read and I don't want to rush the fix and mess up something 
else.
