Done in r53240.
I've kept the v.in.ogr.html fixes, as well as the various Python scripts
(which aren't being used), but reverted the Makefile changes.
If you need help on doing this correctly (i.e. like how the manual pages
are built), or additional changes to the HTML format, please ask.
