It fails anytime when `xml2` is not available, so not a wingrass bug per
se, xml2.exe just happens to be missing there (see #1952).
The output of 'r.in.wms -l' changes depending on if xml2 is de-xml'ing the
capabilities file or if r.in.wms.sh is trying to do it.
attempt to catch that and abort with an informative error message added to
devbr6 in r56743 for testing.
