I see the same on debian/wheezy and ubuntu 12.04, no Xmons built.
worked around with:
LDFLAGS="-L/usr/lib/i386-linux-gnu"
or
--x-includes=/usr/include/X11 --x-libraries=/usr/lib/i386-linux-gnu
