Hi, (thanks for the great ideas pages everyone: osgeo gsoc 2014 is accepted and happening!)
integrating an existing open source metadata library instead of starting from scratch would be faster and easier to maintain in the long run. :) e.g. try to cooperate with the GeoNetwork and pycsw teams. is qgis doing anything wrt metadata that we could share development with?
