I agree that we should not spend much resources on it but we should spend some. It is impotent to note the difference to QGIS 2.0 logo change. We are not changing the logo but just the design of splash and startup screen (and perhaps layer manager?). These are things which can change anytime but before release it is a good time to change it and in fact we are not changing graphical things often, so it is worth to think this through. Anyway, I don't think that we need to discuss Vincent's cleaned version of the logo (it's just a technical change). For the splash screen we need something nice but I think it should be something simple too because the time you actually see splash is short. For this reason I consider the world with grass all over as unnecessary complicated. The startup screen is more important I think but on the other hand, there should be just something very simple. Simple think will not obsolete and will not get old so fast. To the suggestions at the wiki, if I remember correctly we can have both, transparent for light and white for dark, the only question is how to decide (in Python) that it is dark (e.g., compare brightness of system text and background). So we can try that and change it later if it does not work. Overall, I like all Vincent's suggestions at http://grasswiki.osgeo.org/wiki/Identity and once Vincent feels confident (and technical issues such as font are solved) I would go ahead and vote (if it is even necessary to vote, I don't know).
