a quick look in a OSGeo4W installation here on my side:

C:\OSGeo4W\bin\grass71svn.bat

SET OSGEO4W_ROOT=C:\OSGeo4W
[...]
---------------------------------------------

compare OSGEO4W_ROOT above. OSGEO4W_ROOT has to be defined, otherwise the
other bat-files, which define all needed variables, and grass71.py can't be
found.
