Although I have a question concerning these Makefiles. I noticed that I never entered i.segment.uspo in

but it is being compiled on the Windows server:

https://wingrass.fsv.cvut.cz/grass73/x86_64/addons/grass-7.3.svn/

What exactly is the role of these Makefiles ? Why do we need them ?
