#3386: d.vect.chart: add support for legend

G7:d.vect.chart allows to make pie charts or bar charts with different
columns of vector maps, but there's no option to add a legend to the
resulting map. Therefore, how to inform what is being shown in the pies or
bars?
Moreover, the legend information sent to stdout (with l flag) is not
compatible with the input file as required by G7:d.legend.vect, either.
