Yes, the -u flag does not affect null file compression.
On library level: when opening a new raster with
Rast_open_new_uncompressed(), null files are still compressed if
GRASS_COMPRESS_NULLS=1. Maybe it would be more logical to not compress
null files with Rast_open_new_uncompressed().
