Add New action to the context menu of Mapset tree item in the Datacatalog
(Data tab).
Same functionality is already in the Startup window (New button for
mapset) and in ''Settings > GRASS working environment > Create new
mapset''.
Note that this should be much easier and straightforward than a New action
for Location.
