#3649: Cartographic composer: OK, pointer and pan buttons do not work

The buttons "Pointer" and "Pan" in the Cartographic composer do not work
properly, neither does the OK button when adding maps or decorations.
The "pointer" does not allow to select and move map elements as it used to
do (it does nothing basically) and the "pan" zooms instead of panning.
Furthermore, every time I add a map layer or decoration, the button OK
does not close the dialog box. Instead, I have to close with the "x" in
the corner.
This prevents from using G7:g.gui.psmap to produce any reasonable output
map.
