appveyor is a Continuous Integration solution for Windows and Linux.

Software pre-installed] on Windows build VMs are e.g. MSYS2 and MinGW-w64.
these 2 environments are actually used to build winGRASS.
in [https://github.com/OSGeo/gdal/blob/master/appveyor.yml#L78 GDAL's
appveyor script] an example how dependencies may be handled.
