[GRASS-PSC] OSGeo "incubation" process: remaining issues

Hi again,

we have to solve this problem: in the  Libs, there are a few
references to GPL 2  instead of >= GPL 2 as elsewhere:
          o ./grass6/lib/cdhc/
          o ./grass6/lib/imagery/
          o ./grass6/lib/init/license.txt

Upgrade?
