This issue: https://github.com/rsbivand/rgrass/issues/57 with regard to mismatches between proj.db shipping with GRASS for Windows (both stand-alone and OSGEO4W) and the R terra package used by rgrass, is difficult to handle. GRASS followed OSGEO4W by tracking PROJ slowly, so typically has a version of `proj.db` that is older than those bundled with terra. Something is then getting in the way in preventing g.proj -w from working. I do not have time to debug this. In addition, GRASS for Windows ships all of PROJ DATA, bloating the GRASS installer unreasonably (R packages using PROJ use the CDN).
