If you want to use GRASS on MS Windows and you don't want to deal with developmental issues, then use the stable release under Cygwin. All unix tools, scripts, etc will work there.
Of course we like testers for the new development releases too, just don't expect everything to work perfectly yet :) You may have to compile the e00conv software yourself in Cygwin if you want to use that (maybe someone has already done it for you). It shouldn't be too hard (./configure && make && make install). See the v.in.e00 help page for links. AFAIK it is just a data processing program so it probably doesn't use much in the way of linux/unix specific things & could probably be built for windows, if a precompiled copy isn't already available from the upstream website.
