Yes. Bi-directional messaging is part of the spec. You can also send objects over the air and if the field personnel have the proper equipment then these may appear as waypoints on their GPS or on a laptop in a truck. Of course all of this requires at least one amateur radio licensee to be the control operator. Be aware that a lot of the handheld APRS sytems out there _are_ unidirectional and therefore have no receive or messaging capability.
