Hi!

Try "map" instead of "m...@permanent" in command i.target.

I've also experienced this problem.
If I didn't specify the mapset informations in the map names, it works. So try 
write just "state" instead of "st...@permanent" and "map" instead 
of "m...@petmanent" everywhere.
This helps for me, though I use the gui for i.group and i.target.
