sorry but I need to ask for clarification:

What exactly is that bug in the SQLite driver?

And does that mean v.dissolve works with
non-numeric columns if the attribute table
is stored as a DBF?

No, v.dissolve currently works only with numeric columns. It's bug in
SQLite driver.
