Hey Jeff,
This is a valid file, though not well supported by software other than ESRI.
 E00 files most commonly hold vector formats, but can be used to contain
raster data also.  AFAIK, there is no way to import these directly into
GRASS, it only supports the vector version with v.in.e00

For this reason, I keep a little ESRI utility around just in case:

binary, and requires registration, but it works.  I've successfully run it
using Wine on Linux, probably will work on a Mac also.  I reads the e00 file
and dumps an arcinfo binary grid where you specify.
