Hi just to note before you run into the problem ...
there was a nasty bug in the 6.4.0rc5 release which messed up
the region settings. you'll probably want to use the 6.4 release
branch SVN or weekly snapshot instead. hopefully we'll issue a
rc6 soon, and shortly thereafter the final 6.4.0.
