You can look at OTB (http://www.orfeo-toolbox.org/otb/) and Monteverdi (it is built on OTB functions). OTB provides some interesting segmentation functions (http://www.orfeo-toolbox.org/SoftwareGuide/SoftwareGuidech16.html#x43-23700016).
