That not possible (yet?) - also GDAL/OGR does not have a reverse
lookup - too complicated or too many exceptions.

The string
+proj=utm +south +no_defs +zone=24 +a=6378137 +rf=298.257223563
+towgs84=0.000,0.000,0.000 +to_meter=1

looks like
 http://spatialreference.org/ref/epsg/32724/
to me.

cs2cs -le | grep 'WGS 84'
    WGS84 a=6378137.0      rf=298.257223563 WGS 84
