I don't know why this isn't working for you. But I might suggest a way to get up and running without too much fuss: Use the QGIS GRASS plugin to create your gisdatabase, location and mapset. The "New GRASS Location" wizard is easy to follow. Then close QGIS and point GRASS to that same gisdbase directory and all should be well. You might find the QGIS GRASS plugin convenient to use for many other jobs as well. Just go to http://www.qgis.org/wiki/Download to get the latest version for your system.
