Hi, Maybe that is causing the problem (as it did in my case!)
Via the advanced setup you can you can choose 4.0.0dev-90. This works in my case. But you have to be careful then with the make (the one you installed manually) this can be updated and overwritten by the osgeo4w setup with the old version 3.7 again.
