perhaps the first part of the path is missing? for me the file is at /usr/share/qgis/grass/modules/r.in.gdal.qgis.loc.qgm so some variable setting the "/usr/share/qgis" part is empty? that file ships with the qgis-plugin-grass-common .deb package.
