Could it be that network traffic is causing this? What does the CPU plot say in the task manager? Perhaps you get any idea here: http://superuser.com/questions/464112/how-to-measure-the-performance-of-a-pc-running-windows-8 to find out what really causes the problem. One more thing: do you have any Python except that of GRASS installed on the system?
