Hi Jamie, The data sets must be geo-referenced; they can not be image files, like a jpeg -- files like this, if used, would need to be manually referenced to a coordinate system in order to be usable in any way. Probably what you should do if you are new to GIS is to read the basics of GIS before proceeding. Otherwise you will make mistakes that are can be avoided. You first have to know what it is you are trying to do and work from that point going forward. Googling very specific questions (the more specific the better) -- just explore.
Data format is relevant insomuch as it relates to whether or not the dataset is georeferenced (Google this word!!!!), such as GeoTiff vs Tiff -- the geotiff includes information with respect to map projection and geodetic datum -- these concepts are critically important...
