EPSG 2913 is Oregon North NAD83 (HARM) in International Feet and EPSG 2838
is the same projection in SI (Meters)

To my knowledge yes.
I created a new location with EPSG 2838 and have almost finished
reprojecting vector and raster files from the other location.
