When I look for that file the MONITORS subdirectory does not exist:
[rshepard@caddis ~]$ cd
/data1/grassdata/metro100/PERMANENT/.tmp/caddis.appl-ecosys.com/
[rshepard@caddis caddis.appl-ecosys.com]$ ls
[rshepard@caddis caddis.appl-ecosys.com]$
Re-install grass?
