Stan,
If you use the Min component, it should result in the value you are
looking for.  Go to Scalar/Util/Min and use this component.  Feed your
list of values into A and set B to 10.  Now, your output list should
set any numbers greater than 10, back to 10.  Here's a screenshot of
an example.
