Yes, the members will be cut from steel plates, with a central cylinder at each of the member node connection points to allow a standard detail. I'm personally not exactly aware of the construction programme, but I believe it will be built some time in the not too distant future. You're probably a little far away Taz, but Fred Labbe (my workmate who principally developed the project) is presenting on it at the Rhino Shape to Fabrication event in London coming up.
