OLPC talks with governments: contacts between Dominican Republic and OLPC need to be quite formal at some point, depending on how much the country is prepared to commit into a deployment. But the larger OLPC community (essentially made of volunteers like me) is always here to provide advice and help at any scale, so feel free to start your own project and to let things blossom from there.
