What platform? What 6.3 CVS checkout date? What DB backend do you use? Can you reproduce the problem in sperfish60 location? If you don't and can't provide your data for testing, run: $ g.gisenv set="DEBUG=5" then your v.dissolve command and pass the output over to the list.
