What happens when I run the command from the terminal is copied below. No
file is created in the folder.

Hm, strange, maybe debug output helps to identify the problem...
g.gisenv set=DEBUG=5
v.out.dxf input=tindxf806 output=tindxf806_4.dxf
or
v.out.dxf input=tindxf806 output=tindxf806_4.dxf 2>debug.txt
