Yes: v.select and v.overlay. See the (maybe little outdated) tutorial http://grass.itc.it/grass51/tutorial/vectoroverlay.html and the module descriptions (g.manual v.select | g.manual v.overlay Also v.extract can be useful to extract via attribute.
