So, I went to see what was going on with v.out.gmt. Using the -x flag, I found that ther was a bug about getting the region settings, it was working only in UTM (or XY) Locations, so I fixed it and it worked in my LatLong Location.
Also, it was exporting only boundaries, so I added an option for "L" ,lines.
worked fine for me. give it a try
